Russia Approves Standards for Digital Professional Mobile Radio Communications

Russia has developed a series of GOST R 71586 national standards covering digital professional mobile radio communications. The need for such standards arose due to interoperability issues between equipment developed by different manufacturers. Since this type of equipment is often used in rescue, operational-search and similar activities, a failure of technical means in such situations can cause major problems.

The standards apply to digital professional mobile radio equipment (subscriber stations, repeaters and trunking stations) operating in radio frequency bands allocated for the mobile radio service in accordance with decisions of the State Commission for Radio Frequencies.

The following standards entered into force on 1 February 2025:

  • GOST R 71586.1-2024 "Digital Professional Mobile Radio. General Provisions. Direct Conventional Communication Mode of Subscriber Stations" — system-wide requirements and basic requirements for the radio equipment interface operating in direct mode;
  • GOST R 71586.2-2024 "Digital Professional Mobile Radio. Communication Mode of Subscriber Stations Through a Repeater" — requirements and algorithms for equipment operation through repeaters;
  • GOST R 71586.3-2024 "Digital Professional Mobile Radio. Trunking Communication Mode of Subscriber Stations" — algorithms for equipment operation in trunking mode.

The standards take into account the regulatory provisions of European Telecommunications Standards Institute (ETSI) documents: TR 102 398, TS 102 361-1, TS 102 361-2, TS 102 361-3 and TS 102 361-4.

The standards contain provisions regarding the use of a domestic authentication algorithm and technical masking of transmitted information, ensuring the requirements of operational-search means (SORM), as well as requirements for the ability to modify software to meet the needs of specific users. Provisions on technological interoperability of equipment will allow emergency response activities to be conducted effectively.
