EAEU Adopts Decision on Pressure Equipment

The EEC Council adopted Decision No. 107, which introduces changes to a number of Union Commission and EEC Council decisions.

The amendments affect the following technical regulations:

• "On the safety of machinery and equipment" (TR CU 010/2011)
• "On the safety of wheeled vehicles" (TR CU 018/2011)
• "On the safety of equipment operating under excess pressure" (TR CU 032/2013)

In particular, for certain categories of products manufactured outside the EAEU but falling under TR CU 032/2013, it was decided to allow the application of mandatory requirements of regulatory legal acts in force in the Russian Federation. In this case, the conformity assessment of products is carried out according to Russian standards if these products are imported into the territory of the Russian Federation:

• vessels intended for compressed, liquefied, pressure-dissolved gases and vapours
• vessels intended for liquids
• boilers intended for producing hot water or steam, as well as fired vessels
• fittings, excluding pipelines
• assembly units and their components
• indicating and safety devices, excluding measuring instruments
• safety devices and equipment

The permission to apply mandatory requirements of regulatory legal acts of the Russian Federation will be valid until 31 December 2028. However, such products may only be distributed on the Russian market and provided their safety is confirmed, which must be specified in the product passport. Accordingly, it is not allowed to issue conformity assessment documents stipulated by TR CU 032/2013 for such products, nor to mark them with the EAEU single market circulation sign.
