Changes in the "Chestny ZNAK" System: Cancellation of the "Temporary" Scheme for EAEU Exports

As part of improvements to the national product marking system in the Russian Federation, a phased shutdown of the so-called "temporary" scheme for withdrawing labelled goods intended for supply to EAEU countries, including the Republic of Belarus, is planned.

This change will affect the following categories of goods and will come into force on the following dates in the national GIS MT "Chestny ZNAK" system:

• From 1 June 2025 — for footwear, tyres and tubes.
• From 1 July 2025 — for light industry goods.

Until now, a simplified procedure for withdrawing labelled goods upon export to EAEU countries has been in effect. This did not allow full tracking of goods movement within the republic until the goods were sold through retail, making it difficult to control imported goods stocks and obtain up-to-date marking code information.

The shutdown of the "temporary" scheme means that participants will need to switch to a permanent mechanism for processing cross-border shipments.

The operator asks you to take this information into account and to work out all necessary issues with your Russian counterparties in advance. It is important to set up the supply processes for labelled goods to the Republic of Belarus (and other EAEU countries) under the new, permanent cross-border shipment procedure in advance. This will help avoid potential delays and complications after the "temporary" scheme is disabled.

Electronic product marking involves applying a special Data Matrix code to the packaging, followed by entering the product unit into a database, which improves security and reduces the supply of low-quality products.
